The start of the construction of a new business-administrative building with a total area of 14 000 sq.m. on Hi-Tech Park site was announced during the press-conference which took part on February 16, 2010 in the HTP Administration.

"The construction activities started on February 5, 2010. Together with the Administration of HTP Belarus, our partners, subcontracting enterprises and government institutions involved in the project we have eagerly awaited this moment and resolved all the problems on the way to it. In December, 2008 we gained the right to start the designing whereat we managed to accumulate local and international designing and engineering resources to start developing the project. Approval of the General construction master plan in the middle of 2009 made it possible to start constructing the first office building."

In 2008 the international finance and commerce company Fishman Group won the tender to finance the largest project in the Republic of Belarus - construction of Belarus Hi-Tech Park. Fishman Group was chosen out from other contenders on account of their offer, its financing scheme and also the experience of realization of similar projects in other countries. Devinvest, daughter enterprise of Fishman Group, was established in order to implement the project of construction of buildings on the territory of HTP Belarus set up according to the Decree "On the Hi-Tech Park" signed by the President of the Republic of Belarus Alexander Lukashenko. The first investment contribution amounted to $1 million to the design of the project. The whole investment volume will amount to $500 million.

The agreement between the companies Devinvest and Minskgrazhdanproject according to which the construction of the second HTP office building began was signed on December 28, 2009. The construction activities on the territory of the future Belarus Hi-Tech Park started on February 5, 2010. The construction will be performed on a step-by-step basis. The Park territory is divided into several zones which include office, residential, public, trade buildings. The next building to be constructed will be a business-centre designed for offices of the present and future HTP resident companies.

Devinvest is a Belarusian enterprise established by Svitland Development and Lyons in order to construct a real-estate complex on the territory of HTP Belarus.
