Belarus HTP analogue to be Set up in Kyrgyzstan

The Memorandum of Understanding between Belarus HTP Administration and the Ministry of Transport and Communications of the Kyrgyz Republic was signed to assist the project Implementation.

In 2008, the President of the Kyrgyz Republic Kurmanbek Bakiev in his address to the Kyrgyz Parliament and the Government underlined the necessity to develop a project of technopark creation in Kyrgyzstan. ICT development was declared as one of the priorities in the development of the country.

The Belarusian and Kyrgyz Presidents discussed the matter during the official visit of Alexander Lukashenko to the Kyrgyz Republic in October, 2008. In 2008, the Director of Belarus HTP Administration, Valery Tsepkalo visited Kyrgystan at the invitation of the Minister of Transport and Communications of the Kyrgyz Republic.

The Kyrgyz party was informed about the regulatory and legal framework and the special tax conditions of Belarus Hi-Tech Park, the functions of Belarus HTP Administration, the Supervisory and the Expert Board and the resident-companies. The main principles of Belarus HTP activities were taken as the basis for the Kyrgyz Hi-Tech Park project development.

The Kyrgyz Ministry of Transport and Communications, the main developer of the project, also considers the development of Call-centers at the Kyrgyz HTP. The Call-centers services will focus on foreign telecom operators, largest banks, insurance companies etc.

Further cooperation in the field of ICT was discussed on November 24th, 2009 during the visit to Belarus HTP of Mr. Taalaibek Eshaliev, the Deputy Minister of Transport and Communications of the Kyrgyz Republic. The Kyrgyz party expressed a particular interest to E-government projects and a possibility of their implementation in Kyrgyzstan by Belarus HTP resident-companies.
