Sectoral Council

The Sectoral Council of ICT Qualifications was established under the Hi-Tech Park Secretariat to:

  • assist the development of IT human resources,
  • develop education in the field of ICT,
  • develop human resources potential in the sphere of high technologies,
  • ensure interaction between representatives of associations of employers and workers, educational institutions and republican government bodies, and other bodies interested in the organization and development of professional qualifications system in the field of ICT,
  • improve the quality of personnel training,
  • examine training programs, retraining, professional development of specialists.

The Sectoral Council carries out its activities on a voluntary basis.

Functions of the Sectoral Council:

  • identification of promising types of work activities that require the development of professional standards;
  • making decisions on the development of drafts of professional standards in the field of ICT or draft projects to amend them;
  • development, approval and submission, in accordance with established procedure, of draft professional standards or draft amendments to them to the Ministry of Labor and Social Protection of the Republic of Belarus for their adoption;
  • development (amendment) and approval of the sectoral qualifications framework;
  • promoting the implementation of ICT professional standards and sectoral qualifications framework;
  • development of mechanisms and assessment instrumentation and certification of qualifications;
  • submission to the relevant republican government bodies of proposals for improving the legal and regularity framework of the national qualifications system, personnel training, as well as mechanisms for interaction between the national education system and employers;
  • participation in the monitoring of the ICT labor market;
  • participation in monitoring and forecasting the needs for qualified personnel in the field of ICT, determining the professional and qualification structure of workers for the future;
  • organization and examination of programs for training, retraining, advanced training of specialists in the field of ICT;
  • organization and analysis of the accordance of educational standards in the field of ICT with the requirements of professional standards, preparation of proposals for adjusting educational standards in the field of ICT.
