Can a legal entity located (having a legal address) outside the territory of the HTP or even outside the city of Minsk in Belarus become a resident of the HTP?

Yes, it can. Paragraph 1 of Decree No. 8 explicitly states that the principle of extraterritoriality of the HTP is preserved
