Belarus continues to improve the legislation on tokens
Belarus continues to improve the legal framework for transactions with digital signs (tokens).
On April 26, 2025 new legal provisions stipulated in the Decree of the President of the Republic of Belarus No. 166 of April 23, 2025 came into force. They relate to the taxation of income received by individuals from illegal or prohibited transactions with digital signs (tokens).
According to the Decree a special profitability index will be applied to the income from illegal or prohibited transactions with tokens. This index is annually set by the Ministry of Taxes and Duties based on the data of the residents of Hi-Tech Park who carry out respective activities in the field of cryptocurrencies. The index is calculated on the basis of the average annual yield of the most popular tokens and is published on the official website of the Ministry of Taxes and Duties.
In 2025, such index should be published by the Ministry of Taxes and Duties within two months from the date of entry into force of this Decree.
It is important to remember that individuals are entitled to perform the transactions provided for by the Presidential Decree No. 8 of December 21, 2017, with regard to the specifics established by the Presidential Decree No.367 of September 17, 2024.
The key advantage for HTP residents and the citizens of Belarus is the fact that the income from transactions with tokens created or sold through the residents of the Park, as well as income from mining, is not subject to income tax. Income received as the result of inheritance as well as donation of tokens within the limits established by the law is also not subject to taxation.
For HTP residents, the new regulations preserve key tax benefits and transparent conditions for dealing with digital assets, which confirms the status of Hi-Tech Park as the leading platform for the development of fintech projects and blockchain business in Belarus.
